What is this?
A large collection of agent skills organised as a company structure — departments, roles and standards, each skill independently installable and citing the standards and regulators it draws on.
Why it is interesting?
1.6k stars. It is one of the largest attempts yet at modelling a full org chart of agents, and the citation-of-standards pattern is a practical answer to “where did this behaviour come from”.
Who should look at it?
People designing agent teams, skill libraries or internal operating standards will get more from Headcount than someone looking for a single turnkey agent. The project is best read as a catalogue of reusable roles and conventions.
What to inspect
Compare the department structure with the individual skills. The useful signal is whether the organisation model makes skills easier to discover, install and review. The cited standards are also worth opening: they show which behaviours are grounded in an external reference and which are project conventions.
Watch point
Breadth can make a repository look more complete than it is. The star count shows attention, while the quality of a particular skill still needs to be checked in its own file and against the source it cites.
