Sesterce plans over EUR 10 billion AI campus at Finnish paper mill site

A paper mill site proposed for AI computing

French AI infrastructure company Sesterce announced on October 8 that it plans to invest more than EUR 10 billion in an AI campus at the former Kaipola paper mill in Jamsa, Finland. Reuters reported the proposal the same day and converted the headline figure to roughly $11 billion. Sesterce says work on a 200 MW first phase is planned to begin in 2026, followed by a second phase that could take capacity to 600 MW. The company says it already has an anchor customer but has not named that customer in its announcement.

Targets still depend on implementation

Sesterce describes the site as a way to reuse industrial infrastructure and says it intends to support new renewable generation, use closed-loop cooling without drinking water, and create a EUR 10 million community fund when the campus is commissioned. These are future commitments, not measured outcomes from an operating facility. The mayor of Jamsa welcomed the opportunity while explicitly conditioning progress on implementation and applicable requirements. The announced investment is a plan, not proof that the full amount has been financed or spent. Likewise, the stated 200 MW and 600 MW figures are proposed capacity stages rather than live AI computing capacity.
