arXiv said an updated rate-limit policy took effect on October 1, setting a maximum of two submissions per submitter per calendar month across all categories. Its existing cap of three active submissions at one time remains in place. A rejected paper still uses a monthly slot because it requires moderator work. A submission deleted before announcement does not count, and a paper submitted for co-authors counts against the person who submits it, not every co-author. These details matter to researchers planning conference-related uploads or working across several fields.

arXiv describes the change as a stopgap while it updates moderation practices for a period in which AI tools make paper production easier. It reported 40,363 submissions in September 2026, compared with 20,569 in September 2024, and said the latest month generated almost 9,000 support tickets. Those are arXiv’s own figures. The organization says moderators are seeing more thin or AI-written papers, but it does not claim that every new submission is AI-generated or low quality. Its policy still permits disclosed AI assistance when a paper meets scholarly standards. The new limit applies to submitters generally, not only to authors who use AI.
