A former Anthropic researcher is expected to testify alongside major AI companies, according to Bloomberg; the city has confirmed the hearing but not his attendance.

Former Anthropic researcher Jacob Coxon is expected to testify at a New York City Council hearing on October 5, Bloomberg reported on October 4, citing people familiar with the matter. The outlet said Council Speaker Julie Menin requested his appearance. Reuters repeated the report but said it could not immediately verify Coxon’s participation. The Council’s own September 28 announcement confirms the hearing and says Anthropic, OpenAI, Google and Meta representatives had agreed to testify under oath. It does not name Coxon, so his attendance remains a reported plan rather than a Council-confirmed fact.
The Council says the hearing will examine AI risks and proposed city safeguards, including a whistleblower incentive program and independent validation requirements. Its announcement also said it had subpoenaed SpaceXAI after the company had not responded to its invitation; it did not establish whether that company would appear. Coxon previously left Anthropic and warned publicly about advanced AI risks, but this new report concerns his possible testimony, not fresh evidence of a safety failure. The hearing has not yet taken place, and none of the proposed measures has been enacted by this event.
